විපතට පත් ජනතාවට උපකාර කිරීමට මුළු ජාතියම එකමුතු විය යුතුය
පසුගිය දිනවල ඇද හැලුණු ධාරාණිපාත වර්ෂාව නිසා ඇති වූ ජල ගැලීම් හා නාය යාම් හේතුවෙන් දස දහස් ගණනක් ජනතාවට සිය නිවාස අහිමි වී ඇති අතර සිය දෙනෙකු පමණ ජීවිතක්ෂයට පත්වී එවැනිම ගණනක් අතුරුදන් වී ඇති බවට වාර්තා විය. මෙය මෑත කාලයේදී අප අත් නොදුටු පරිමාණයේ ස්වාභාවික විපතකි. මේ විපතෙන් තම පවුලේ සාමාජිකයන් නැති වූ සියලුම දෙනාට මාගේ බලවත් ශෝකය ප්‍රකාශ කර සිටින අතර තම නිවාස නැති වූ අයට මාගේ කණගාටුවත් ප්‍රකාශ කර සිටිමි. විපතට පත් ජනතාවට උදව් කිරීමට සෑම තරාතිරකම ජනතාව ඉදිරිපත්වී සිටීම ගැන මම සැබවින්ම සතුටු වෙමි. මෙය අපේ ජාතියේ ඉහළම ගුණාංගයකි. වෙනත් බොහෝ රටවල්වලට වඩා විපත්වලින් අපේ රටට ඉක්මණින් ගොඩ ඒමට හැකි වී තිබෙන්නේ ද ජනතාවගේ මේ උතුම් ගුණාංගය නිසාය.
ජලගැලීම් හා නාය යාම්වලින් විපතට පත්වූ අයට උදව් කිරීමට වැඩි වැඩියෙන් ඉදිරිපත් වන මෙන් මම ජනතාවගෙන් ඉල්ලා සිටිමි. සුපුරුදු පරිදි අපගේ සන්නද්ධ හමුදා ආපදා සහන කටයුතුවලදී ඉදිරියෙන්ම සිටී. අපේ රටේ ත්‍රස්තවාදය තුරන් කිරීමට පමණක් නොව ස්වාභාවික විපත් අවස්ථාවලදීද සාමාන්‍ය ජනතාවට උදව් කිරීමට ඉදිරිපත් වන මේ වීරෝධාර සෙබල සෙබලියන්ට මගේ ගෞරව ප්‍රණාමය පුදකර සිටීමට කැමැත්තෙමි. මෑතක සිදුවූ මීතොටමුල්ල විපතේදීද ආපදා සහන කටයුතුවල ඉදිරියෙන්ම සිටියේ සන්නද්ධ හමුදාවයි. ගංවතුර විපතෙන් ජනතාව ගලවා ගැනීමේ මෙහෙයුම්වල යෙදී සිටි ගුවන් හමුදා සෙබලකු මරණයට පත්වීමෙන් අපට පෙනෙන්නේ රණවිරුවන්ට යුධ සමයේ දී පමණක් නොව සාමකාමී කාලවල මෙහෙයුම්වලදීද ජීවිත අවධානමක් දැරීමට සිදුවී ඇති බවයි. ජනතාව බේරා ගැනීමේ මෙහෙයුමේදී දිවි පිදූ ඒ ගුවන් හමුදා සෙබලාගේ පවුලේ සාමාජිකයන් වෙත මාගේ බලවත් ශෝකය ප්‍රකාශ කර සිටිමි.
මෙවැනි ආපදාවලදී සහන සේවා සංවිධානය කිරීමට ඉදිරිපත්වන රූපවාහිනී නාලිකා ඇතුලු පුද්ගලික ආයතනවලට විශේෂ ස්තූතියක් පුදකිරීමට මම කැමැත්තෙමි. එමෙන්ම ගංවතුරින් විපතට පත් වූ ජනතාවට අවශ්‍ය ආහාර පාන, පානීය ජලය, ඇඳුම් පැලඳුම් හා නවාතැන් පහසුකම් වැනි ක්ෂණික අවශ්‍යතාවයන් සැපිරීම සඳහා රජයේ කටයුතු වේගවත් කළ යුතු බවට ඉල්ලා සිටීමට කැමැත්තෙමි. විපතට පත් වූ ජනතාවට තම ජීවිත නැවත ගොඩනඟා ගැනීමට වන්දි ගෙවීමද කඩිනමින් සිදුවිය යුතු බවට අදාළ අංශ වගබලා ගතයුතුය. මෙය, සාමාන්‍යයෙන් බලපැවැත්වෙන චක්‍රලේඛන වලින් ඔබ්බට ගොස් වුවද ජනතාවට සහන සැපයීමට මුල් තැන දියයුතු අවස්ථාවක් යැයි මම සිතමි. ගංවතුර බැසගිය පසු නොයෙක් රෝග පැතිරීම වලක්වාලීම ඊළඟ අභියෝගය වන අතර අදාළ රජයේ ආයතනත් ඒ සම්බන්ධයෙන් යුහුසුලුව කටයුතු කරනු ඇති බවට අපි බලාපොරොත්තු වෙමු.

The whole country should unite to help flood victims
Over the past few days, torrential rains, floods and landslides have left tens of thousands of people homeless and over a hundred dead with a similar number reported missing. This is a natural disaster the likes of which this country has not seen in recent years. I wish to express my condolences to all those who have lost family members in the floods and express my sympathy to all those who have lost property and their homes in this disaster. As in all such disasters in the past, it is heartening to note that people from all walks of life have come out to help those affected by the floods. This is one of the best characteristics of our nation and one reason why we have been able to recover from natural disasters much faster than most other countries.
I call upon the people of Sri Lanka to continue to come out in their numbers to help those affected by the floods and landslides. Our armed forces have as usual been at the forefront of the disaster relief efforts and the whole nation should express its gratitude to these men and women who not only rid the country of terrorism but have helped civilians at times of natural and man-made disasters. It will be recalled that the armed forces were the first on the scene during the recent Meetotamulla disaster as well. The death of an airman during relief efforts shows that members of the armed forces are called upon to put their lives at risk for the nation not only at times of war but during peacetime operations as well. I wish to express my condolences to the family of the airman who lost his life while trying to rescue flood victims.
A special word of thanks should be expressed to all the private sector establishments including TV stations that come out to help victims of natural disasters. I also wish to request the government to redouble efforts to provide immediate relief in the form of food, water, clothing and shelter to flood victims and to pay compensation to victims speedily so that they can rebuild their lives quickly after the floods recede. It may be necessary to go beyond what is laid down in administrative circulars at times like this. It is also incumbent upon the authorities to do whatever is necessary to prevent the spread of diseases after the floods.
